1. Introduction
The Promotion of Access to Information Act (PAIA) gives effect to the constitutional right of access to any information held by the State and any information that is held by another person and that is required for the exercise or protection of any rights. This manual informs requesters of procedural and other requirements which a request must meet as prescribed by the Act.

3. Guide of the Information Regulator
A guide has been compiled in terms of Section 10 of PAIA by the Information Regulator. It contains information required by a person wishing to exercise any right, contemplated by PAIA. It is available in all of the official languages.

4. Records Available Without Request
The following records are automatically available to all members of the public without having to request access in terms of the Act:
- Marketing material and brochures
- Publicly available content on our website
- Price lists for courses and books
- Newsletters (if subscribed)
5. Records Available on Request
We hold the following categories of records, which may be requested in terms of the Act. Access to these records may be subject to the grounds of refusal set out in the Act.
- Personnel Records: Employment contracts, disciplinary records, salary records, leave records, training records.
- Customer Records: Contact details, transaction history, correspondence.
- Financial Records: Annual financial statements, tax returns, accounting records, banking records, invoices.
- Operational Records: Supplier contracts, general correspondence, internal policies and procedures.
6. Request Procedure
To request access to a record, please follow this procedure:
- Use the prescribed form (Form 2) available on the Information Regulator's website.
- Address your request to the Information Officer at the contact details provided above.
- Provide sufficient detail to enable us to identify the record(s) requested and the requester.
- Indicate which form of access is required.
- Specify a postal address or email address for the response.
- Identify the right that you are seeking to exercise or protect and explain why the requested record is required for the exercise or protection of that right.
- Pay the prescribed request fee (if applicable).
7. Fees
PAIA provides for two types of fees:
- Request Fee: A standard non-refundable fee payable by requesters who are not personal requesters.
- Access Fee: Calculated based on the time required to search for and prepare the record, and the cost of making a copy of it.
